House of Reps Public Hearing: My response to Foreign Affairs Ministry’s tissue of lies —Obikwelu Esq.

Mr. Obikwelu Chukwura Winston Esq. has responded to what he considered tissue of lies by the Ministry of Foreign Affairs following the public hearing in the matter of alleged fraud and impersonation by officials of the Ministry.

Recall that Mr. Obikwelu had brought a petition before the lawmakers with the Honorable Minister of the Federal Ministry of Foreign Affairs as Respondent.

Obikwelu had alleged that the Ministry aided his estranged wife to criminally abduct his children and failed to hand over the remains when the wife eventually died.

The petition was titled “Request to order investigation into the alleged criminal abduction of my children and handover the remains of my late wife by the Ministry of Foreign Affairs“, dated 26th April, 2021, and addressed to the Speaker of the House of Representative, Hon. Femi Gbajabiamila.

The Lawmakers consequently set June 2, 2021, for hearing of the petition against officials of the Federal Ministry of Foreign Affairs, especially Mrs. Regina Ocheni, a Deputy Ambassador appointed by President Muhammadu Buhari, on alleged criminal abduction of his children and refusal to hand over the remains of his late wife.

Responding to the allegation in a letter addressed to the National Assembly House of Representatives Committee on Public Petitions presided over by the Chairman, Hon Jerry Alagboso, the Foreign Affairs Minister—Onyeama admitted, albeit unwittingly, that the Ministry played a role in allegations of criminally aiding and abetting corruption, fraud, impersonation, child trafficking, abuse of office, etc.

The Minister stated that Obikwelu’s wife presented a man they failed to ascertain his originality as the husband along with some children she claimed were hers.

The Ministry then secured the means including diplomatic passports, visas, financial support, etc. for the woman who was a staff of the Ministry, and the impostor, and posted them on official assignment to Venezuela.

When Obikwelu got information of the fraud, and considering the fact that the estranged wife was facing a lawsuit in an Abuja-based court and was not eligible to leave the country pending the resolution of the suit, he approached the Ministry for redress.

Onyeama stated: “The petitioner wrote to inform and request the recall from post of late Emmanuela Odinaka Obikwelu by the Ministry after her departure with family members, stating that his estranged wife travelled with Emmanuel Winston Obikwelu, an alleged impersonator, and a girl who is not his biological daughter.

“This request was not acceded to as as facts were not established before the Ministry before the demise of Emmanuela Odinaka Obikwelu and there is no court pronouncement to that effect.”

The Minister, however, did not indicate efforts, if any, by the Ministry to investigate the claim, especially respecting the dangerous part that a DIPLOMATIC PASSPORT was issued to someone suspected to be an impostor.

Following the claims made in the letter by the Ministry of Foreign Affairs, Obikwelu replied in a letter dated 17th June, 2021, as follows:

RE: Petition No 351 Of 2021 W. Chuks Obikwelu, Esq (Petitioner) against Federal Ministry of Foreign Affairs, on alleged criminal abduction of his children and handover the remains of his late wife, and the Honourable Minister (Respondent) Fed. Ministry of Foreign Affairs

I have studied the response of the Ministry of Foreign Affairs to my Petition addressed to the Committee Chairman, Public Petitions, National Assembly House Committee, and I confirm that the response has not adequately responded to the key issues I stated in my petition. My reactions to the Ministry’s responses are hereby captured in my submissions hereunder.

  1. Whether Emmanuella Odinaka Obikwelu’s Record of Service presented by Ministry of Foreign Affairs is conclusive with respect to the status of her Next-of-kin?

I confirm that the respondent doctored the next of kin in the record of service of my late wife EMMANUELLA ODINAKA OBIKWELU, as the original and correct record of service which ICPC obtained from the Ministry of Foreign Affairs in the course of their investigation has OBIKWELU CHUKWURA WINSTON as the next of kin.

  1. Whether the Ministry of Foreign Affairs acted rightly by posting of Emmanuella Odinaka Obikwelu to Venezuela on foreign mission at the time it did and endorsed falsified information and forged documents thereat?

 That the respondent Ministry of Foreign Affairs officially posted my late wife Emmanuella Odinaka Obikwelu to Caracas, Venezuela even when she was not due for posting on the 18th May, 2018 to frustrate the ongoing criminal trail at Senior Magistrate Court of FCT Wuse Zone 6 in a Suit No CR/45/17 to Wit: Commissioner of Police vs Godian Amadi & Emmanuella Chukwunyere Amadi following my letter of notification of pending criminal trial dated 30th November, 2017 but was ignored by the Ministry of Foreign Affairs. The Ministry was aware that the person who claimed to be Emmanuela’s husband bore a different name from the name on the marriage certificate and that one of the children did not bear the surname Obikwelu

  1. Whether the Ministry of Foreign Affairs acted with the knowledge of the disqualification of Emmanella Odinaka Obikwelu from being sent to foreign mission as at the time her posting was perfected?

That on the 12th December, 2017 Head of Civil Service of the Federation wrote to the Permanent Secretary Ministry of Foreign Affairs to comply with the combined provisions of section 3, 030409, 030411 (I and ii) of the Public Service Rules but was ignored by the Ministry of Foreign Affairs.

That in continuation of the impunity in the Ministry of Foreign Affairs, all my letters notifying the Hon Minister and Permanent Secretary with attached certified true copies of the Warrant of Arrest, Police First Information Report and ruling delivered in a suit no CR/45/2017 were all ignored by the Ministry of Foreign Affairs.

That the Head of Civil Service of the Federation and Hon Minister of Justice and Attorney General of the Federation directed the Ministry of Foreign Affairs to comply thereto with the provisions of Public Service Rules but the Ministry of Foreign Affairs ignored them.

  1. Whether the petitioner’s notification of the Ministry of the wife travelling with impersonators as husband and daughter was late?

That immediately I got wind of my wife absconding with my three children aided and abetted by the Ministry of Foreign Affairs even with the pending criminal and civil suit (FCT/ CC/SB/CV/107/2015) for divorce and custody of the children of my marriage, I caused a letter to the Hon Minister and Permanent Secretary of Ministry of Foreign Affairs on the 22nd November, 2018, to inform them of an alleged impersonation of my name by a man my late wife presented as EMMANUEL WINSTON OBIKWELU, submitted my marriage certificate to Nigeria Immigration Service and signed consent letter with my late wife as husband and wife and took my children away. They further added a child unknown to me as one of my daughter called ENYIAZU THERESA OBIKWELU. The Ministry of Foreign Affairs never carried out any administrative investigation nor invited me nor handed over the suspects to the Nigeria police force for investigation and prosecution but the Ministry of Foreign Affairs ignored me and continued aiding my late wife to perfect the said crime.

That it is very important to state that the Ministry of Foreign Affairs Issued letter of introduction to the suspect EMMANUEL WINSTON OBIKWELU on the 25th October, 2019, to obtain visa from Venezuela Embassy, Maitama and the suspect departed Nigeria on the 3rd of December, 2019 aboard Turkish Airline at the expense of the Federal Government of Nigeria even with the pending investigation by ICPC since 25th January 2019.

That paragraph 9 of the response of the Ministry of Foreign Affairs were untrue and misleading as they aided and abetted the commission of the alleged crime of impersonation, forgery, trafficking and criminal abduction by the suspect Emmanuel Winston Obikwelu (Real name Emmanuel Iladion from Edo State) who has made confessional statement regarding his role in the alleged crime.

That I state emphatically that there is nowhere in our legal jurisprudence that requires a complainant of cloned identity to mandatorily approach a court for an order before any government institution will carry out administrative investigation into a petition as erroneously canvassed in the paragraph 3 of the Ministry of Foreign Affairs response.

  1. Whether the status of next-of-kin supersedes the status of a parent in taking charge of the children of a deceased staff on foreign mission?

That in paragraph 5 & 6 of the defence by the Ministry of Foreign Affairs, it is submitted that they acted in compliance with government policy to handover my biological children and the remains of my late wife to a so called next of kin instead of myself being the surviving spouse, when the name and details of the surviving spouse are with the Ministry. I challenge the Ministry of Foreign Affairs to produce the said document empowering them to act in that regard.

  1. Whether the Ministry acted rightly and with good intention by handing my children and remains of my wife to a next-of kin?

That on the 14th December, 2020 the Ministry of Foreign Affairs secretly brought the impersonator (claiming to be me) and my children back to Nigeria following the sudden and unfortunate death of my wife aboard Turkish Airline with the suspect routed through Lagos while my children through Abuja from Istanbul ostensibly to aid the suspect to escape but was arrested by operatives of DSS as a result of a red flag placed on his name by ICPC and INTERPOL.

That the paragraph 7 of the response of the Ministry of Foreign Affairs is misleading, untrue and conflicting. The same Mr. Obikwelu Emmanuel Winton which is claimed to have been introduced by Emmanuela Obikwelu, is equally stated as a staff of the Ministry of Foreign Affairs on salary grade level 09 and has his address as Ministry of Foreign Affairs. Surprisingly, the Ministry did not hand over the children and the remains of my wife to the impostor husband because they his status was fraudulent

Sadly, it was Amb. Olukunle A. Bamgbose (former Permanent Secretary) Ministry of Foreign Affairs that issued a REQUEST FOR ISSUANCE OF E PASSPORT to Nigeria Immigration Service introducing Mrs. Obikwelu Emmanuella Odinaka and her spouse Mr. Obikwelu Emmanuel Winston (impostor) and they were issued Nigeria Immigration Service E official / Diplomatic Data form, despite all these incriminating information. Knowing the fraudulent status of the impostor, the Ministry of Foreign Affairs tactfully refused to hand the children and the remains of my wife to him. See attached letter and E official/ diplomatic passport data form for your kind attention.

The submission of the Ministry of Foreign Affairs in paragraph 9 of their response that the Ministry handed over the children and remains of my wife to the named next-of-kin cannot be true because the said impostor husband was arrested on arrival in Nigeria by operatives of DSS in Lagos while the children landed in Abuja unaccompanied.

  1. Whether the Ministry of Foreign Affairs had record of the Petitioner as the Husband of the deceased staff such that the entitlements of the deceased staff should not be hastily paid to another claiming any status?

That my marriage certificate which the impostor and my late wife submitted to Nigeria Immigration Service were mine with my name clearly written WINSTON CHUKWURA OBIKWELU, therefore the Ministry of Foreign Affairs turned a blind eye to the records claiming that they didn’t know me.

That Green Aid Solicitors the law firm of my late wife’s counsel in the divorce and custody matter in Customary Court Dawaki  (FCT/CC/SB/07/2015 dated 12 February, 2019 and 10th July 2020 notifying the Court about my late wife’s official posting to Caracas, Venezuela and Letter of withdrawal of suit on the sudden death of my late wife respectively whereof different rulings were delivered and I sent a certified true copies to the  Minister and Permanent Secretary Ministry of Foreign Affairs, attention Amb Regina Ingekim Ocheni dated 5th October, 2020 but the Ministry ignored me as usual. The Ministry cannot on the face of these documents claim that they did not know me

That paragraph 10 of the response of the Ministry of Foreign Affairs was untrue and mendacious. I make bold to state that I caused a demand letter to be sent to the Ministry of Foreign Affairs through a law firm IKECHUKWU EZECHUKWU, SAN & CO dated 24th August, 2020 and 8th April 2021, informing the Ministry of Foreign Affairs to stay action on the benefits of my late wife which should go to our children of the marriage instead of Mr. Godian Amadi since I have placed a caveat in FCT High Court, Probate department on issuance of letter of Administration. Notwithstanding my letter, the Ministry of Foreign Affairs in their usual hostile nature ignored my requests, thereby leaving the children in the hands of a next-of-kin (blind man) to suffer without going to school when I am still alive.

That paragraph 11 of response of the Ministry of Foreign Affairs is misleading and I state that the Ministry of Foreign Affairs never replied my letters since 30th November, 2017 to 8th April, 2021 and I challenged them to prove otherwise.

  1. On whether the referred letter from NAPTIP dated 31st May, 2021 is conclusive proof of the innocence of Amb Regina Ingekim Ocheni (former Director, Training and Staff Welfare) and Amb. Musa Mamman (Director of Admin) of Foreign Affairs of my claim of Abduction and trafficking of my children?

That paragraph 12 of the submission of the Ministry of Foreign Affairs which presents the exculpation of Amb Regina Ingekim Ocheni (former Director, Training and Staff Welfare) and Amb. Musa Mamman (Director of Admin) by the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) as establishing concrete innocence for the suspects remains untenable. This is because the decision was unjustly influenced.

I have requested the Ministry of Justice being the supervising Ministry of NAPTIP to review the decision lack of diligent investigation, bias, compromise and unprofessionalism (find attached letters for review and transfer of the case file)

Fundamentally, it is very instructive to state that investigation is still pending in EFCC, ICPC and INTERPOL and yet to be determined.

I, therefore, formulate three questions for determination by this Honourable Committee in counter to the defence by the Ministry of Foreign Affairs:

  1. What steps (administratively) did the Ministry of Foreign Affairs take to establish who is the real husband and who should be in possession of a diplomatic passport and Foreign Service Allowance, pursuant to Nigeria Foreign Service Regulations?
  2. Did EMMANUEL WINSTON OBIKWELU, an alleged impersonator (who is presently in custody of the Anti-corruption Agency), return to Nigeria with his supposed late wife’s corpse? If yes, how come he did not take his wife’s body for burial and his children but rather the Ministry of Foreign Affairs handed them over to the purported next of kin?
  3. Where, to the best of knowledge of the Honourable Minister of Foreign Affairs, is the whereabouts of EMMANUEL WINSTON OBIKWELU since 14th December, 2020 when he was secretly smuggled into the country by the Ministry of Foreign Affairs?
